Non-School Leavers Online Selection for PNG Universities and Colleges (Preparations 2024 for 2025 Implementation)

In a move to improve fairness and accessibility in higher education, Papua New Guinea's universities and colleges will be transitioning to an online selection system for non-school leavers starting in 2025. This reform aims to address past concerns about a selection process that lacked transparency and consistency. 

Previously, universities and colleges held individual responsibility for selecting non-school leavers, which created a system prone to irregularities. This included a lack of centralized quotas and the potential for non-registered institutions to make arbitrary selections.

Benefits of the Online System

The new online system, integrated with the National Online Selection System (NOSS) and National Online Application System (NOAS), offers several advantages:
  • Transparency: Clear and consistent criteria will be established for selecting non-school leavers, ensuring a fairer and more objective process.
  • Accessibility: Defined quotas for non-school leavers will guarantee a designated number of spots in universities and colleges.
  • Streamlined Process: The online platform will simplify application procedures for both institutions and students.

How it Works (Online Selection for Non-School Leavers)

Here's a breakdown of the anticipated selection process for non-school leavers in 2025: 
  • 1. Nomination by Centres of Distance Education (CDES): These centres will play a crucial role in identifying eligible non-school leavers. This includes students who completed Grade 12 outside the traditional school system such as FODE and matriculation centres. (While details for overseas students are pending, this system streamlines domestic applications.)
  •  2. Application and Selection: Nominated students will receive invitation letters to apply online. They can apply to up to five programs with designated quotas for non-school leavers, along with submitting back-up choices. 
  •  3. National Admission Pool: Following selection, non-school leavers will be placed in a national pool for admission consideration by universities and colleges. 
The online selection system streamlines the process for DHERST and the government, providing a clearer picture of non-school leavers (and Grade 12 school leavers) entering PNG universities and colleges.

A Better Way: NSL Online Selection 2025!

The online selection system for non-school leavers is a significant step towards a more equitable and transparent higher education landscape in Papua New Guinea. 

This reform, similar to the successful implementation for school leavers in 2020, is expected to create a level playing field and provide deserving non-school leavers with better access to quality education.

Online Application for Unversities and Colleges in PNG 2023/2024

2023/2024 Online Application for Universities: Several Papua New Guinea universities are accepting online applications for postgraduates, non-school leavers and discontinuing students. 

Over the years, many students have had difficulty getting a Non-School Leavers Application Form. Let alone applying to universities and colleges in time. This can be a thing of the past as several universities in PNG have gone online.

2023 Online Application for Universities

In the last 4 years, 3 universities are facilitating online applications for their new postgraduates and non-school leavers' intake. 

There is a significant improvement in the design and implementation of the PNG Universities' websites, too. Notably, the University of Papua New Guinea (UPNG) and the University of Technology (Unitech).

Our observation over the year has shown that there is a  demand for students to have the latest information when applying to universities and colleges in PNG. The information provided by most universities and colleges can be coordinated properly. That way the new students/applicants can find it easier to access application forms and apply with ease.

Having said that, several universities in PNG (mentioned) have done a fantastic job with their websites and social media messages.

DHERST Online Selection Running Well in Its Second Year (2019)

The DHERST (Department of Higher Education, Research, Science and Technology) is rolling out the Grade 12 online selection for the second year running. 

Last year was a successful start, though some may say otherwise. This year is sure to build on the success of last year. The DHERST online selection is seen by many stakeholders as the way forward for higher education in Papua New Guinea. 


The Grade 12 School Leavers ONLINE Selection started in 2018. It is the best thing that happens. The online selection helps DHERST, the government and stakeholders know exactly how many Grade 12 students are selected for universities and colleges. 

In a recent media statement, DHERST resorted to also bringing the NON-SCHOOL LEAVERS Selection ONLINE. Universities and colleges are not going to make the selections. So, what does that mean for you as a non-school leaver applicant? Find out here


For the Grade 12 students or parents wanting more information on this year's selection, the best place to get the latest news online is the DHERST website (dherst.gov.pg) or Facebook page. 

Re-posted below is the first reminder released by dherst.gov.pg concerning the Grade 12 online choices and selections.

(1) As of 1st December 2018, your 5 Choices are locked in. If you have not filled in your 5 Choices, you can still have a final chance on the 10th - 11th December 2018 (48 hours) to make your final changes to your choices.

(2) REMEMBER, although your 5 Choices are locked, you CAN still log into your NOAS account and you must double-check that you have filled in ALL of your MyData information. Applications Close entirely on 11th December 2018 at 11.59pm.

(3) If you are applying for a Study Program at PNG University of Technology or the University of Goroka, you are then required to have taken the STAT-P examinations and therefore you must enter your STAT-P ID in the MyData Section. If you do not enter this, Selectors at PNG UoT and UoG will not have access to your STAT-P scores and you will then miss your chance to be selected.

(4) Have you filled in your BackUP Choices? Make sure you do. This is located in the MyAcceptable Programs section.

(5) Your Grade 12 final marks will be returned to DHERST on the 8th of December 2018 and commencing on the 10th of December 2018 at 12.01am, you will have 48 hours to check if you need to change your 5 choices.

(6) If in doubt, email us at studentsupport@dherst.gov.pg and provide your full name, secondary school, and phone number for us to get in touch with you.

  • 1st - 9th December 2018, Grade 12 students can continue to log in to their account and double-check that MyData is filled in and MyAcceptable Programs are selected.
  • 10th - 11th December 2018, Grade 12 students have a chance to see if their 5 choices did not meet the minimum admission requirements and can change the choices.
  • 12th December 2018, Selectors finalize the Selection List
  • 13th December 2018 at 10am the Minister for HERST Hon. Pila Niningi LLB pressed the button. This event is to be broadcasted live online. Immediately after, all applicants can log in and check results.
