Non-School Leavers Participation in NOAS

Commencing this year, non-school leavers are eligible to apply through NOAS for the 2025 academic year selections. This initiative ensures that students who are not part of the current school-leaver cohort still have an opportunity to pursue higher education.

Students who previously had NOAS accounts must contact DHERST via email at noassupport@dherst.gov.pg to activate their accounts. The portal access for NSL students will be available from October 20th to December 14th, 2024, at 11:59 pm, when the Grace Period Ends.

Students who are also matriculating, such as those attending Flexible Open Distance Education (FODE) centres, will receive their credentials through their respective matriculation centres.

To apply as a Non-School Leaver, complete an NSL Form from DHERST and provide your SLF number and other required details.

The Grade 12 exams in Papua New Guinea concluded in October 2024. As the education department works on marking and finalizing the results, parents and students are eagerly waiting. 

The exam results play a crucial role in the selection process for tertiary education institutions. This period is vital for students as they prepare to make informed decisions about their future academic and career paths.

Current (2024) Grade 12 School Leaver Applicants

All Grade 12 students must obtain their National Online Application (NOAS) credentials from their school principal and patrons. 

Parents and guardians must ensure that their children secure these credentials before leaving school after the national examinations. If Grade 12 students do not have the NOAS credentials, go back to the schools and get them before the school close-up for the Christmas holiday. This step is fundamental as it grants students access to the online application system, the gateway to their higher education journey.

STAT-P Test Bookings

2024 NOAS Grace Period

Once the national exam results are released, students will have the opportunity to make their final program choices during the Grace Period. 

The Grace period starts on 2nd December at 12:01am and concludes on 5th December at 11:59pm, allowing students to adjust their applications based on their results and make informed decisions.

UPDATED: This year’s Grace Period is now rescheduled to commence on the 9th of December 2024. The grace Period ends on December 14th, 2024. The deferral of Grace Period is to allow the Department of Education to complete all quality vetting of Grace 12 final results.


Launching of 2024 National Selections for 2025

The National Selections will be officially launched by the Minister for Higher Education, Research, Science and Technology, Hon. Kinoka Fotune Feo, on 18th December 2024. This day is the official Selection Day for NOAS for the 2025 academic year.

How will I access my NOAS student account?

The NOAS student account can be accessed through the online portal at https://apply.dherst.gov.pg. Only Grade 12 students who have received their credentials from their school or a matriculation centre can log in using the confidential details provided in the NOAS Invitation letter.


I have entered my NOAS credentials but have not received the email confirmation link. What should I do?

To enhance security, DHERST has implemented additional features, including an authentication email. Students must use the same personal email address entered in the NOAS MyData. Upon the initial login attempt, an email with a security link is sent to the student’s email address. Follow the instructions in this email to complete the setup of their NOAS MyData. The link is time-bound and expires after 4 hours. If the link expires before activation, students must follow the instructions in the NOAS invitation letter to receive a new link. Ensure your email browser is up-to-date and use your personal email address.


What should I do if I have missing subject combinations, misspelt names, or incorrect gender?

Students should promptly report any errors in their subject combinations, names, SLF numbers, or gender to their School Principal or Deputy Principal. The Principal will communicate these corrections to the Department of Education Measurement Services Division (MSD), which will update the data before providing it to DHERST.


What should I do if I misplaced or forgot my password?

If the Invitation Letter containing your Username and Password is lost, consult your School Principal to reissue the letter. For those who have reset their password via the NSR link but have forgotten it, utilize the "Forgot my Password" option to reset it.


Why am I unable to see some programs and HEIs in my NOAS account?

The NOAS account only displays programs for which students are eligible based on their subject combinations. DHERST assures all 35,000 registered Grade 12 student applicants that ample time will be provided to complete their applications. Students should read and understand the program requirements, quotas, and residential statuses while making their choices. Regularly accessing the NOAS MyStatus portal will provide updates and crucial information.

It is important to confirm your selection to a higher institution as soon as you can. If you are not selected in one of your five choices, you may be put in the admission pool. 

If you are a student on DHERST's admission pool, you'll have to log in to your National Online Selection Account between now and before the academic year 2025 starts to see if you have been offered a placement at a university or college in PNG.

Students in the admission pool have to hope that they are considered for 6,000+ spaces, formally called quotas.

So, keep checking to see if you are one of the lucky ones from the admission pool admitted to a university or college.

Questions about Grade 12 Selections 2024

Here are some questions PNG Insight receives about selections, GPA and Admission Pool for Tertiary Institutions in PNG. We pick three common questions that many students ask and put answers to them.

Important: Note that the answers are based on experience over the years, intended to give clarity to the questions. It is in no way formal advice.
Q. I am not selected and I was put in an admission pull, will the DHERST select me according to my choices?
Brief answer: If you are in the DHERST Admission Pool, it means that you are likely to be considered IF there is a space available in the institution of your choice. Also, your GPA has to be higher than the other students in the pool to maximise your chance of being selected.

Q. I got a GPA of 2.6 and I was not selected by any of those five institutions where I should have been selected because I know that the nursing school's in the country have a minimum GPA of 2.4 and above. Why can't a GPA of 2.6 can be also selected?
Brief answer: Your GPA doesn't automatically guarantee you a selection to one of your 5 choices. Though it is the main selection criteria, there must be a spot available for you to be selected. Also, there are other students who may have a GPA above 2.6 applying to the same institutions or they may have made your second choice their first choice. They have the advantage over you. In the meantime, login to your NOAS Student Account before the academic year starts to confirm your final selection status from the Admission Pool.

Q. My GPA is 2.4 and yet I applied for teachers colleges in PNG that require a current GPA of 2.4 and above. Why I am not selected with such a GPA?
Brief answer: The current GPA of 2.8 for teachers' college is the threshold which is the borderline GPA. If you have a GPA close to the borderline GPA, you are last in the queue during the actual selection and also last in the queue in the Admission Pool. It's sad but true. Those students who have GPAs higher than the threshold with first-choice preference have a higher chance of being selected than those sitting at the borderline GPA.

If students are not listed on the travel plan, they should contact DHERST to provide the necessary travel information. Travel arrangements will adhere to the destinations provided by respective HEIs in the previous year.

Financial Arrangements and Support

To relieve the financial burden on parents regarding school fees and facilitate a seamless commencement of the 2025 academic year for HEIs, the GoPNG, through DHERST, has settled all outstanding 2024 TESAS arrears owed to all HEIs. 

Disbursements for TESAS payments for Semester 1, 2025, are scheduled to be processed soon after registration is completed and lists are compiled and submitted to DHERST. It is crucial to note that Semester 2, 2025 TESAS payments are contingent upon HEIs providing Semester 2 registration lists and the requisite acquittals for Semester 1, 2025.

Important Dates for 2025 TESAS List for Continuing Students

Here are some dates that you should take note when as a continuing student. 
  • DHERST will launch the New Intakes Selection for 2025 on 16th December 2025.
  • Publication of 2025 New Intakes TESAS Award Lists will follow 7 to 14 days after the launch.
  • Continuing Students and New Intakes (both School Leavers & Non-school Leavers) TESAS List usually comes out in mid-January. For example, last year the TESAS List for Continuing Students came out on the 16th of January.

Common Issues and FAQs Relating to 2025 TESAS List for Continuing Students

How do I apply for TESAS as a continuing student?

Continuing students should follow the guidelines provided by DHERST and consult their respective HEIs for confirmation of their status. If your name does not appear on the TESAS list, contact your HEI immediately.

What should I do if I was self-sponsored last year?

If you were self-sponsored in the previous year and have been awarded a scholarship for 2025, check your nearest Air Niugini Office for your travel itinerary. Contact DHERST if you do not find your name on the travel plan to provide necessary travel information.

What if my TESAS payments are delayed?

Payments for TESAS are processed after registration and list submission. Ensure your HEI submits the necessary documents promptly. Semester 2 payments depend on the submission of registration lists and acquittals for Semester 1.

This innovative system clearly highlights ineligible options, reducing the risk of mistakes and enabling students to make informed decisions. Also, it allows students to select up to five choices, increasing their chances of acceptance into their desired tertiary institutions.

NOAS Application Eligible Programs During the Grade Period

National Online Application  System (NOAS) 

The 2024 NOAS Application for Grade 12 School Leavers and Non-School Leavers provides a flexible and convenient approach. This new system offers more choices, allowing students to modify their selections as often as needed. 

Unlike the old system, which limited students to three choices with no option for changes, the updated NOAS system enables you to select up to five institutions. 

To make the most of this opportunity, research thoroughly and choose institutions that align with your goals. Regularly check the NOAS to see which institutions offer your desired courses. Seek advice from teachers, parents, guardians, and patrons to ensure your choices are well-informed and strategic. 

This approach enhances your chances of securing a spot in a tertiary institution and helps you make informed decisions about your future.

2024 Grace Period - Its Importance

The 2024 Grace Period, which commences on 2nd December 2024 and ends on 5th December 2024, is a critical window for Grade 12 students to refine their choices. During these four days, you have the opportunity to 'fine-tune' your selections, with DHERST providing insights on NOAS regarding your eligibility based on your examination results.

DHERST highlights the significance of the Grace Period as follows:

"This [Grace Period] is a crucial period where you will start making your choices based on your final grade 12 results. Ensure to access your account during the mentioned dates. If you see a red highlight in any of your five choices under 'My Choices', this means your final result has not met the minimum program requirement set by the institution. Therefore, you must change the red highlighted choice to a different program available in your list."

It is better to use the Grace Period to adjust your choices to more suitable ones. After the due date, DHERST does not permit any further changes. 

By mid-December, Grade 12 students will have received their exam results and be in a better position to adjust their selections in NOAS. 

Make sure to take full advantage of this period to ensure your choices are well-informed and aligned with your academic aspirations.

Launching of 2024 Selection for 2025 Academic Year

The Department of Higher Education, Research, Science, and Technology (DHERST) will officially launch the 2024 selection lists for universities and non-universities on 16th December 2024. Utilising the National Online Selections System (NOSS), the online selection process will be executed efficiently within just 35 seconds.

About the National Online Application System (NOAS LOGIN)

NOAS remains the property of the National Government of Papua New Guinea and is administered by the Department of Higher Education, Research, Science and Technology. 

NOAS facilitates national admissions and selections into higher education institutions in PNG. This portal facilitates Grade 12 school-leaver applications. In 2024, non-school leavers will also use the NOAS to apply to universities and colleges.

Grade 12 Selection List For 2025 PDF: DHERST HECAS STUDENTS ON GOVT SCHOLARSHIP

The PNG Universities DHERST Selection List for all universities and tertiary institutions will be made available online as a PDF once published by DHERST. However, the Grade 12 Selection List for 2025 for PNG tertiary institutions will not be immediately accessible following the release of the Grade 12 Online Results. DHERST requires a few days to finalize the online selections for each tertiary institution.

NDOE 2024 Grade 12 Exam Result vs DHERST NOAS 2025 Selection List

Grade 12 Exam Results Release Date: The National Department of Education (NDOE), through the Measurement Services Division (MSD), has not yet communicated the online release date for the Grade 12 students' exam results. Historically, these results are typically released in early to mid-December. By this time, all Grade 12 students in the country should have accessed their examination results and seen their selection status on the National Online Application Systems (NOAS).

DHERST NOAS 2025 Selection Launch: The Department of Higher Education, Research, Science and Technology (DHERST) has announced that the launch of the Grade 12 selection for 2025 will take place on December 18, 2024. Understandably, the exam results will be available before this launch date, allowing students to review their results and selection status.

Grade 12 Selection List For 2025 PDF - Universities

The Grade 12 Selection List For 2025 for tertiary institutions in PNG, usually, comes out during the last week of December or the first week of January of the new year as seen in the last two years.

However, there were administrative problems with the Grade 12 selections in 2020, 2021 and 2022 under the acting secretary for DHERST. The problems were fixed and the selection lists were updated and released to the public.

We hope the that Grade 12 Selection for 2025 will flow smoothly, like in 2023, according to the schedule released by DHERST.

Here is what DHERST said about the updated Grade 12 selections listing for tertiary institution which was retracted:

The Department of Higher Education Research Science & Technology (DHERST) wishes to advise students and higher education institutions (HEIs) that it has revised the previous TESAS awards for continuing students for new academic year. The award list published on the DHERST website on the 5th of January 2020 is retracted due to some technical problems beyond our control. This has been rectified and scholarships rewarded to all eligible students. (DHERST Press release | 19/01/2020)
