Grade 12 School Leavers: Recovering Your DHERST NOAS Login Details
Grade 12 school leavers in Papua New Guinea typically receive their DHERST NOAS login credentials, including their Username and Password, through their schools. This essential information is provided in an Invitation Letter, which allows students to access the National Online Application System (NOAS) for further education opportunities.
If you have misplaced or forgotten your password, here’s what you can do:
1. Lost Invitation Letter:
If the letter containing your Username and Password is lost, consult your School Principal to have the letter reissued.
2. Forgotten Password:
If you have previously reset your password using the NSR link but have forgotten it, utilise the "Forgot my Password" option on the NOAS login page. This feature will guide you through the necessary steps to create a new password and regain access to your account.
How to Apply Online with NOAS as a Non-School Leaver
For non-school leavers applying through the DHERST NOAS in 2024, this new initiative is an excellent solution. The online application is free and convenient. Here are the steps you need to follow to solve any login issues.
1. Using Your Previous NOAS Credentials
Can You use my old NOAS Username and Password to log in as a Non-School Leaver? No, you cannot use your previous Username and Password.
To reactivate your account, you must contact DHERST and complete an NSL form. This step is crucial to ensure that your updated academic information is accurately reflected in your application. Follow step 2 to get yourself sorted out.
2. Steps to Apply Online with NOAS as a Non-School Leaver
2. 1. Complete an NSL Form: Obtain the Non-School Leaver (NSL) Form from DHERST and fill it out with your SLF number and other required details.
2.2. Verification: Submit the completed form for verification. After DHERST verifies your details, they will issue an Invitation Letter containing your Username and Password.
2.3. Login and Activate Your Account: Use the Username and Password from the Invitation Letter to log in to the NOAS portal and activate your account. This will allow you to make your program choices starting from October 20th, 2024. This timeline ensures that all matriculation/FODE updates of your academic results are imported into your NOAS account to verify your eligibility for higher education institution (HEI) programs.

Continuing Students Self-Sponsored Students TESAS Status
For continuing students not featured on the published list, kindly consult your respective HEIs to confirm your TESAS status for the 2024 academic year. This precise information is crucial for a seamless start to the first semester of this year.
Students who were self-sponsored in the previous year and have been granted a scholarship for the current year are strongly advised to verify their travel itinerary at the nearest Air Niugini Office.
In cases where your name is not found on the travel plan, promptly contact DHERST and request travel information. Travel arrangements will strictly adhere to the destinations specified by respective HEIs in the preceding year.
In a display of confidence and intending to alleviate the financial burden on parents regarding school fees, the GoPNG, through DHERST, has successfully settled all outstanding 2023 TESAS arrears owed to HEIs.
TESAS Payments for Semester 1, 2024
Disbursements for TESAS payments for Semester 1, 2024, are scheduled to be processed promptly after the completion of registration.
Lists will be diligently compiled and submitted to DHERST, ensuring the timely and efficient distribution of financial support to eligible students.
It is crucial to note that Semester 2, 2024 TESAS payments are contingent upon HEIs providing Semester 2 Registration lists and, importantly, the requisite acquittals for Semester 1, 2024. All students must submit the required documentation to secure their govt scholarship and get continued support in their studies.
This also applies to the PNG Govt HELP program, more information here.

The National Online Selection System (NOAS), led by the Department of Higher Education, Research, Science and Technology (DHERST), reflects the nation's dedication to a transparent, efficient higher education system.
Introduced in 2018, this system has changed the selection process, replacing the manual, time-consuming method with an electronic platform.
The new system empowers students and streamlines administrative procedures, marking a significant shift towards a more accessible and modern approach to higher education selection.

Changes in Education Sector Demands Proactive Leadership
The PNG education sector is going through major changes in curriculum and structure. These changes affect educational outcomes. Since 2018, DHERST adopted an online application and selection system. This proactive move is invaluable. It ensures the selection process adapts to the evolving needs of the country's education system.
A cornerstone of the PNG Higher Education Selection System is its in-house online platform, fully controlled by DHERST officers. This localised solution, with its dedicated local URL, offers several advantages over outsourced alternatives.
By maintaining control over the platform, DHERST ensures data security, privacy, and adherence to PNG's education policies. Moreover, the platform's robustness and sustainability have been demonstrated through its resilience in the face of external pressures, such as changes in leadership and increasing numbers of applicants.
Development and Implementation of DHERST Online Selection
The development and implementation of the PNG Higher Education Selection System underscore the visionary leadership of Professor Fr Jan Czuba, the Secretary of DHERST.
Despite facing political challenges that led to his temporary removal from office, the system continued to function, albeit not as effectively as under his direct guidance.
With his reinstatement following a lengthy court battle, Professor Czuba has reclaimed his position and is committed to continuing his dedication to serving the people of PNG through his role as DHERST Secretary.
NOAS is a Sustainable Online Platform
The PNG Higher Education Selection System stands as a testament to Professor Czuba's well-thought-out, planned, and executed vision. This transparent, effective, and efficient selection system has become an integral part of the PNG education landscape, empowering students and streamlining administrative processes.
As the country continues to embrace technological advancements, the selection system is poised to evolve further, enhancing its ability to support PNG's aspirations for a world-class higher education system.
In this video, the DHERST secretary gives intricate details of the NOAS:
The DHERST online form is the 'doorway' for Grade 12 school leavers to enter higher education in Papua New Guinea. Amidst the application process, two terms often elicit confusion and require clarification: "My Back Up Programmes" and "My Eligible Programmes." This article aims to clarify the complexities of these terms and empower applicants to make informed decisions.
"My Back Up Programmes" serves as a strategic safety net, providing applicants with a list of alternative program options in the event that their top choices are not attainable.
These programs should align with both academic capabilities and personal interests, ensuring a sense of security and flexibility in the application process.
The Significance of Back-Up Programmes:
1. Enhanced Admission Chances: By including Back Up Programmes, applicants significantly increase their likelihood of securing a place in a tertiary institution, expanding their opportunities beyond their initial preferences.
2. Adaptability and Exploration: Back Up programmes offer adaptability in case academic performance or priorities shift. They also provide a platform for exploring diverse fields of study and potential career paths.
Choosing Back Up Programmes
1. Academic Alignment: Ensure that your subject combinations meet the minimum requirements for your Back Up Programmes, maintaining academic feasibility.
2. Personal Interests and Career Aspirations: Align Back Up Programmes with your interests and career goals, even if they are not your primary choices, fostering a sense of fulfilment and purpose.
3. Thorough Research and Exploration:** Conduct in-depth research on the programs and institutions, gaining valuable insights and making informed decisions.
2. My Eligible Programmes"
"My Eligible Programmes" presents a comprehensive list of programs tailored to applicants' academic profiles, considering their performance and subject combinations.
These programs represent a suitable fit for their academic capabilities and aspirations.
Accessing Eligible Programmes:
1. DHERST NOAS Portal Access: Log in to the DHERST NOAS portal using your designated credentials.
2. Navigating to "My Eligible Programme": Seamlessly navigate to the "My Eligible Programme" interface within the portal.
3. Reviewing Program Requirements: Carefully review the list of programs and their respective requirements, ensuring a thorough understanding of expectations.
The Value of Eligible Programmes:
1. Focused Application Efforts: Eligible Programmes guide applicants towards programs that match their academic strengths, optimising their application strategy.
2. Realistic Expectations: They prevent applicants from applying to programs that exceed their current academic capabilities, setting realistic expectations and avoiding potential disappointment.
If you do not agree with your Grade 12 marks, here is how to ask for Re-marking and re-checking. (Click on the Image)
3. Additional Tips for DHERST Program Applications
Diligent Program Requirements Review: Dedicate ample time to understanding the requirements for each program listed in "My Eligible Programme."
Seeking Guidance and Advice: Engage in discussions with the school deputy principal, class patron or teachers to gain valuable insights and recommendations regarding program choices.
Prioritisation Based on Interests and Strengths: Rank programs according to your interests and academic strengths, ensuring a balanced approach to decision-making.
Attentive Form Completion: Complete the online application form with utmost care and attention, ensuring accuracy and timely submission.
Regular Portal Updates: Regularly check the DHERST NOAS portal for important announcements and updates, staying informed throughout the application process.

The Grade 12 students in PNG can check their NOAS selection status to find out if they have been selected in one of their five choices. The 2024 Grade 12 Selections for the 2025 academic year - NOAS Status Check - will be live after the Launch of Selection. That is when the Grade 12 School Leavers selection and Non-school Leavers will know the selection status, and find out if they are in NOAS National Admission Pool. But, what does that mean?
Do not fret. NOAS is an effective system that gives you a second chance. It also assists you to 're-adjust' your choices for the spaces available in the NOAS National Admission Pool. Use it before the final acceptance list PDFs are published.
DHERST NOAS National Admission Pool
It is important to confirm your selection to a higher institution as soon as you can. If you are not selected in one of your five choices, you may be put in the admission pool.
If you are a student on DHERST's admission pool, you'll have to log in to your National Online Selection Account between now and before the academic year 2025 starts to see if you have been offered a placement at a university or college in PNG.
Students in the admission pool have to hope that they are considered for 6,000+ spaces, formally called quotas.
So, keep checking to see if you are one of the lucky ones from the admission pool admitted to a university or college.
Questions about Grade 12 Selections 2024
Here are some questions PNG Insight receives about selections, GPA and Admission Pool for Tertiary Institutions in PNG. We pick three common questions that many students ask and put answers to them.
Important: Note that the answers are based on experience over the years, intended to give clarity to the questions. It is in no way formal advice.
Q. I am not selected and I was put in an admission pull, will the DHERST select me according to my choices?
Brief answer:If you are in the DHERST Admission Pool, it means that you are likely to be considered IF there is a space available in the institution of your choice. Also, your GPA has to be higher than the other students in the pool to maximise your chance of being selected.
Q. I got a GPA of 2.6 and I was not selected by any of those five institutions where I should have been selected because I know that the nursing school's in the country have a minimum GPA of 2.4 and above. Why can't a GPA of 2.6 can be also selected?
Brief answer:Your GPA doesn't automatically guarantee you a selection to one of your 5 choices. Though it is the main selection criteria, there must be a spot available for you to be selected. Also, there are other students who may have a GPA above 2.6 applying to the same institutions or they may have made your second choice their first choice. They have the advantage over you. In the meantime, login to your NOAS Student Account before the academic year starts to confirm your final selection status from the Admission Pool.
Q. My GPA is 2.4 and yet I applied for teachers colleges in PNG that require a current GPA of 2.4 and above. Why I am not selected with such a GPA?
Brief answer: The current GPA of 2.8 for teachers' college is the threshold which is the borderline GPA. If you have a GPA close to the borderline GPA, you are last in the queue during the actual selection and also last in the queue in the Admission Pool. It's sad but true. Those students who have GPAs higher than the threshold with first-choice preference have a higher chance of being selected than those sitting at the borderline GPA.
Grade 12 Selections 2025 NOAS Status Check
As you read the three questions, you may have realised that the best thing to do is to get the five choices on NOAS right - spot on.
For now, if you are in DHERST Admission Pool, make sure you check your status regularly to see if there are any changes to your selection status.
Also, check the final lists that come out on the DHERST website.
The institution you apply to will publish its acceptance lists. You may want to check that too.
All in all, your NOAS student account is the right place to confirm your selection. If you have any questions about selections, please leave a comment below.

Grade 12 students are anticipating the release of the DHERST's NOAS Selection Lists 2024 for 2025 Admission. DHERST has announced the dates for the Grade 12 Grace Period and the launching of selections date in the NOAS Press Statement 2/2024.
The 2024 Grade 12 Students must adjust their School Leavers Choices on DHERST's national online application system (NOAS). Read on to find out about the crucial dates between now and February 2025.
More on the Grace Period in the recent NOAS Press Statement, Read about it Here.
What's best about DHERST Grace Period 2024?
The Department of Higher Education, Research, Science and Technology (DHERST) released the dates for the Grace Period and 2024/2025 NOAS Selection Lists.
In hindsight, DHERST pegged the Grace Period to Monday the 2nd of December 2024. It ends on Thursday the 5thof December 2024. Grade 12 School Leavers have 4 days to adjust their choices.
The date for the Grace Period means that the Education Department (Measurement Services Division) must release the Grade 12 results before the 2nd of December 2024.
DHERST will not be happy if NDoE delays the Grade 12 results beyond the date they set for the NOAS Grade Period.
DHERST NOAS Selection Lists 2024/2025 Release Date
The higher education department scheduled the launch of DHERST selection lists for 2024/2025 to the 16th of December 2024. This is when the higher education minister walks into DHERST office and presses the button to officially launch the NOAS selection online.
The exam results for 2024 Grade 12 and Grade 10 will be published on the MY PNG EXAM RESULTS portal. Measurement Services Division (MSD) hasn't indicated the results release date yet, but students can check the portal for the latest updates.
Grade 12 students should check their results prior to the 2nd of December 2024 so that you have time to fine-tune your SL Choices on the NOAS.

So, if you are a Grade 12 student, you must check your online results at the MSD's results portal and adjust your SLF choices at the DHERST NOAS login portal before the end of the Grace Period.

The Department of Higher Education, Research, Science and Technology (DHERST) announced the 2021 - 2022 students’ intake for Higher Education Institutions (HEIs) in Papua New Guinea.
But, the higher education department has not published the TESAS Award. All the students will have to wait untill the end of the month to know their TESAS statuses.
When will the TESAS list be published?
Here is what DHERST had to say:
Be advised that the TESAS list will be published before the end of this month (January 2022). Students whose names do not appear on the TESAS Award list should consult their respective institutions’ directly and confirm their admission status for 2022. [DHERST press release, 11/02/2022]
For more information contact DHERST on 301 7027 or 301 2048 or email Moi at moi.iuda@dherst.gov.pg or at stephanie.ila@dherst.gov.pg.
How to find your name?
Firstly, go to the DHERST website,
Secondly, download the PDF file, it is 139 pages and 5MB.
Then, do a PDF search (use your SLF number or your full name to search and confirm your name on the list)
Note that some smartphone visitors to the DHERST website have difficulty viewing and downloading the New Intake PDF list. If you have the same issue, you can download the list directly from the link below.
Several readers have contacted us regarding the Acceptance Lists for PNG Universities, particularly the 2025 HECAS List for Non-School Leavers, School Leavers, and Continuing Students. This article aims to answer some of the most frequently asked questions, giving you a clearer picture of what to expect between now and early February 2025.
So, whether you're a non-school leaver, school leaver, or continuing student, read on and prepare yourself!
We've also included recommended blue links throughout this article, providing detailed information on pressing questions currently on the minds of many students and parents.
Important:
NSL: The 2025 HECAS Lists for Non-School Leavers, Re-enrolled Students and Continuing Students will first appear on the university's website or in the newspapers before being shared through social media channels and other websites. This also includes Online Students. Therefore, checking the official university website or the newspapers remains crucial for Non-School Leavers, Re-enrolled Students Continuing Students and students enrolled on online studies.
SL: Grade 12 School Leavers Selection Lists published on the DHERST website will show HECAS Status (That also includes AES status for top Students). DHERST has scheduled the launching of the 2025 School Leaver Acceptance on the 18 of December 2024. Students can check their NOAS accounts to verify their selection status. The actual publication of the 2025 Grade 12 Acceptance and Admission Lists (and 2025 HECAS Lists PDF) will take place after 18 December 2024. The date has not been released by DHERST yet.
Non-school Leavers Acceptance List
The Non-School Leavers' Acceptance List (NSL) for 2025 features students who did not graduate from Grade 12 in the last five years. This list also includes foreign students and PNG students applying from overseas schools such as those in the US, NZ, Australia, and Singapore.
Important Note: DHERST does not publish the NSL. Instead, each university you applied to will release its own NSL PDF before the academic year begins. So, check the websites of the universities you applied to for the latest updates.
Top Tip: Check the university websites for past year's NSL selection lists. This will give you a good idea of when to expect the 2025 NSL to be released.
If you are a continuing student, your university will put out the continuing students' acceptance lists at the end of the academic year or over the 2024/2025 Christmas holiday. It is your responsibility to find out your GPA and possible TESAS Status for the academic year 2025.
The best thing to do is to contact the Student Admin or the university or college Registrar and find out if they've released the Continuing Students Acceptance List. And importantly, check to see that your name is on the list.
The University of Goroka (UoG) did well last year by informing its continuing students about their status before they went home for the Christmas holiday. We hope UoG does the same this year because it helps massively with the registration and orientation of its NEW students.
In fact, the other universities and colleges in PNG should do the same by informing the Continuing Students to avoid the long queues and unnecessary delays during the registration week.
2025 School Leavers HECAS List PDF - DHERST
The Grade 12 School Leavers Selections is solely done by DHERST (Department of Higher Education, Research, Science and Technology) through its National Online Application System (NOAS) and National Online Selection System (NOSS).
If you are a 2024 Grade 12 student, your selections and the announcement of your TESAS status will be formally done by DHERST.
When is DHERST HECAS List PDF coming out?
After the launch of NOAS 2024 Grade 12 Selection, school leavers and non-school leavers should know whether they are selected to a University or College, or not.
In fact, the higher education department (DHERST) planned to launch the Grade 12 National Online Selection on the 18 of December 2024.
Both the School Leavers and the non-school leavers, and continuing students (and students in the NATIONAL ADMISSION POOL) will have to wait until ALL the names (quotas from each university and college) have been confirmed, compiled and released to the general public.
Only then, the students should be able to know their confirmed HECAS/AES List PDF and determine their final TESAS STATUS.
Check out this video info we provided last year - it is still relevant to this year's selections and release of the Acceptance List PDF
Are you on TESAS (AES/HECAS List 2025)?
DHERST used different statuses to indicate the TESAS Awards for selected students.
The awards are based on the PNG government’s yearly sponsorship for students under the AES and HECAS categories, excluding the self-sponsored or corporate and overseas-sponsored students.
So how will the NSLs, Grade 12 SLs and Continuing Students know if you are on TESAS or not? You can CONFIRM your scholarship status (whether you are on TESAS or self-sponsored) through the final (official) Acceptance List released by DHERST.
What to do as a Self-sponsored student?
Perhaps the important thing is to confirm your PNG GOVT SCHOLARSHIP (TESAS-HECAS-AES) status on the 2025 Tertiary Institution's Acceptance List.
As the name implies, if you are a self-sponsored student you'll have to pay your own fees before the registration and orientation.
If you do not pay the required fees, your place will be forfeited - another student in the admission pool who has the money will take your place.
Check with your university or college to confirm how much you MUST pay to register. In addition, this information will be contained in the Acceptance Letter your institution sends to you. Make sure you read and understand what you must do before admission.
The best tip is to pay only the required amount, register and apply for the PNG govt's HELP program - read how to apply below.
Secure HELP - PNG Govt Scholarship
DHERST will facilitate the Student Loan Scheme (HELP or Higher Education Loan Program).
If you are a self-sponsored student, you'll have to pay your fee for the first semester of 2025 and apply for the HELP loan.
The Continuing students and School Leavers can apply for the HELP loan program through their university or college. This also includes those who are doing their masters or doctorate studies.
Check with your institution and ask for a HELP student loan application form. Also, find out about the due date and what to do so that your application is successful.
What to do if you are on DHERST's NATIONAL Admission Pool?
If you are a student on DHERST's National admission pool, you'll have to log in to your National Online Selection Account between now and before the academic year 2025 starts to see if you have been offered a placement at a university or college in PNG.
To give you an idea, the 2021/2022 selection had:
31, 817 students were nominated to sit the exams;
26,544 students certified;
16,171 total HEI quota for 2021; and
10,373 Grade 12 students will NOT be selected for 2022 HEI studies.
The good news is that there are 6,319 spaces (formally called quotas) to be filled via the Admission Pool.
So, keep checking to see if you are one of the lucky ones from the admission pool admitted to a university or college. Here is a video on PNG Insight YouTube Channel that explains how the QUOTA works.
When are you likely to see your name on the DHERST selection list?
When is the 2025 REGISTRATION and ORIENTATION WEEK?
Should you inform your institution that you've accepted that offer?
At least, try to find out the answer to the 5 questions as you prepare to go to your new school.
Here is an article that can help you prepare for registration and orientation week. It gives details on documents you need to present at registration, fees and what to do to get yourself prepared for the new academic year.
