Grade 12 School Leavers: Recovering Your DHERST NOAS Login Details

Grade 12 school leavers in Papua New Guinea typically receive their DHERST NOAS login credentials, including their Username and Password, through their schools. This essential information is provided in an Invitation Letter, which allows students to access the National Online Application System (NOAS) for further education opportunities.

If you have misplaced or forgotten your password, here’s what you can do:

1. Lost Invitation Letter: 

If the letter containing your Username and Password is lost, consult your School Principal to have the letter reissued.

2. Forgotten Password: 

If you have previously reset your password using the NSR link but have forgotten it, utilise the "Forgot my Password" option on the NOAS login page. This feature will guide you through the necessary steps to create a new password and regain access to your account.


How to Apply Online with NOAS as a Non-School Leaver

For non-school leavers applying through the DHERST NOAS in 2024, this new initiative is an excellent solution. The online application is free and convenient. Here are the steps you need to follow to solve any login issues.

1. Using Your Previous NOAS Credentials

Can You use my old NOAS Username and Password to log in as a Non-School Leaver? No, you cannot use your previous Username and Password. 

To reactivate your account, you must contact DHERST and complete an NSL form. This step is crucial to ensure that your updated academic information is accurately reflected in your application. Follow step 2 to get yourself sorted out.

2. Steps to Apply Online with NOAS as a Non-School Leaver

2. 1. Complete an NSL Form: Obtain the Non-School Leaver (NSL) Form from DHERST and fill it out with your SLF number and other required details.

2.2. Verification: Submit the completed form for verification. After DHERST verifies your details, they will issue an Invitation Letter containing your Username and Password.

2.3. Login and Activate Your Account: Use the Username and Password from the Invitation Letter to log in to the NOAS portal and activate your account. This will allow you to make your program choices starting from October 20th, 2024. This timeline ensures that all matriculation/FODE updates of your academic results are imported into your NOAS account to verify your eligibility for higher education institution (HEI) programs.

The Department of Higher Education, Research, Science and Technology (DHERST) will release the complete list of school leavers placed into tertiary institutions nationwide on Saturday, 23 December 2023.

Additionally, DHERST has officially released a schedule outlining the dates for the 2024 grade period, launch, and publication of the PNG Universities and Colleges Selection lists. If your SLF number appears in the list, congratulations! You have been selected for admission to UPNG in 2024. If your SLF number is not present, unfortunately, you have not been selected for this academic year.

DHERST Expectations for Applicants on the 2024 Selection List

The university will release its final selection list for the upcoming academic year on its website. This list will display your TESAS (HECAS & AES) status, registration details, orientation dates, and fees.

All selected students are advised to collect their Admission or Acceptance Letter from the tertiary institution that offered them a place. By now, most institutions should have sent you these letters via email or post.

Post-selection for school leavers is still ongoing through the National Admissions Pool. Eligible students who did not secure a place on selection launch day should regularly check their NOAS account for any offer notifications from institutions.

DHERST TESAS (HECAS & AES) and HELP Notice

Here are the expectations of the Department of Higher Education, Research, Science and Technology (DHERST) on the Papua New Guinea government scholarships, TESAS and HELP:

TESAS Scholarship Offer Letters: The TESAS list often comes out around the third week of January. DHERST will subsequently issue TESAS Scholarship Offer Letters to successful awardees via their NOAS accounts. 

If you find your name listed under a TESAS scholarship category (either AES or HECAS), please access your NOAS account promptly to accept the terms and conditions of your scholarship.

Higher Education Loan Programme (HELP): 
HELP is available to all students, regardless of their TESAS status. To be eligible, you must be a registered student at a tertiary institution, in compliance with their admission or registration policies.

Grade 12 students are anticipating the release of the DHERST's NOAS Selection Lists 2024 for 2025 Admission. DHERST has announced the dates for the Grade 12 Grace Period and the launching of selections date in the NOAS Press Statement 2/2024.

What's best about DHERST Grace Period 2024?

The Department of Higher Education, Research, Science and Technology (DHERST) released the dates for the Grace Period and 2024/2025 NOAS Selection Lists.

In hindsight, DHERST pegged the Grace Period to Monday the 2nd of December 2024. It ends on Thursday the 5th of December 2024. Grade 12 School Leavers have 4 days to adjust their choices.

The date for the Grace Period means that the Education Department (Measurement Services Division) must release the Grade 12 results before the 2nd of December 2024. 

DHERST will not be happy if NDoE delays the Grade 12 results beyond the date they set for the NOAS Grade Period.

DHERST NOAS Selection Lists 2024/2025 Release Date

The higher education department scheduled the launch of DHERST selection lists for 2024/2025 to the 16th of December 2024. This is when the higher education minister walks into DHERST office and presses the button to officially launch the NOAS selection online.

Grade 12 students have 4 days to adjust their school leavers' (SLF) choices to higher institutions. And, wait for the PNG Universities and Non-universities Acceptance Lists 2025 to come out.

DHERST SELECTION LIST PDF 2024/2025



The exam results for 2024 Grade 12 and Grade 10 will be published on the MY PNG EXAM RESULTS portal. Measurement Services Division (MSD) hasn't indicated the results release date yet, but students can check the portal for the latest updates.

Grade 12 students should check their results prior to the 2nd of December 2024 so that you have time to fine-tune your SL Choices on the NOAS.

If the release of the exam results and the Grade 12 Grace Period are just a day apart, DHERST will be happy.

So, if you are a Grade 12 student, you must check your online results at the MSD's results portal and adjust your SLF choices at the DHERST NOAS login portal before the end of the Grace Period.

PNG Business College Acceptance Lists 2024

There are four business colleges in Papua New Guinea catering to Grade 12 school leavers, non-school leavers, and matriculation students. This article sheds light on the 2024 Acceptance Lists for both School Leavers and Non-School Leavers at these institutions.

How many Business Colleges are in PNG?

There are four government-run business colleges (or institutions) in PNG, you can check the acceptance lists of each college via this link:
Each institution offers courses in certificates and diplomas in business, management, human resources, computing, etc. 

Check out the complete list of colleges in PNG. There is a lot of information for Grade 12 and non-school leavers who are looking for study opportunities.

2024 Acceptance List for Business Colleges

The 2024 acceptance lists for Goroka Business College, Kokopo Business College, Port Moresby Business College and International Training Institute usually come out at the earliest in January or latest in February every year.

If you are a non-school leaver, you'll have to check with the college. As for the Grade 12 school leavers, you must check the DHERST acceptance list 2024. 

Business Colleges School Leavers and Non-school Leaves Acceptance List 2024

DHERST acceptance list 2024 will have the names of the 2022 Grade 12 students who apply through the National Online Application System (NOAS). 

The Grade 12 students who applied to one of the business colleges in PNG must check their names on the PDF list that DHERST releases.

As for the non-school leavers and students from FODE and Open Colleges, you'll have to check with the college. The original Non-school Leaves Acceptance List 2024 will be available at the college.

The college selects the non-school leavers and gives the names to DHERST. The final TESAS Awards list often comes out at the end of January or early February.

DHERST School Leavers and Non-school Leaves Acceptance List 2024

The acceptance list is the final PDF list of school leavers' and non-school leavers' names. On this list, you'll see the TESAS scholarship status of students selected to study at a business college in PNG.

The list shows the students' names and indicates whether the students are sponsored or self-sponsored. 

If you are a sponsored student, you come under TESAS (either as AES or HECAS). 

The students who are not under TESAS are considered self-sponsored students. That means that you'll have to pay the fees before admission. Pay early to secure your spot early. 

UPNG Acceptance List 2024: Non-School Leavers, New Intake, Contining, Re-enrolled Students Info

The University of Papua New Guinea (UPNG) publishes four separate lists to inform students of their admission status for various categories. These are:

  • New Intake Grade 12 School Leavers (SL) Acceptance List: This list names students who have been accepted for undergraduate studies as school leavers directly from Grade 12.
  • Non-School Leavers (NSL) Acceptance List: This list names students who have been accepted for undergraduate studies who are not school leavers (e.g., mature-aged students, transfer students).
  • Continuing Students Progression List: This list confirms the continuation of studies for currently enrolled students who have successfully progressed to the next academic year.
  • Re-enrolled Students Acceptance List: This list names students who have been accepted to re-enrol in their studies after a period of absence.

The University of Papua New Guinea and the Higher Education Department officially release these lists at specified times towards the end of the year and early new year. Once released, you can access and download them directly from the UPNG website.

NSL, re-admit and continuing students' TESAS status

For non-school leavers, readmitted and continuing students, it's mandatory to confirm your TESAS status. This means ascertaining whether you're currently receiving either AES or HECAS funding.

DHERST has released the NEW INTAKE name list for the HEIs including the University of Papua New Guinea's (UPNG) list. Note that the actual  2024 Acceptance List is NOW out.

New Intakes, NSL, readmit and continuing students' TESAS status

For the non-school leavers, readmit, school leavers and continuing students, you'll have to confirm your TESAS status before the end of January 2024. 

Here is what DHERST said:

Be advised that the TESAS list will be published before the end of this month (January 2024). Students whose names do not appear on the TESAS Award list should consult their respective institutions directly and confirm their admission status for 2024.

  • Firstly, go to the DHERST website,
  • Secondly, download the PDF file, which is 162 pages and 6.2 MB.

DHERST Acceptance List PDF: PNG Universities and Colleges HECAS LIST for 2025

Several readers have contacted us regarding the Acceptance Lists for PNG Universities, particularly the 2025 HECAS List for Non-School Leavers, School Leavers, and Continuing Students. This article aims to answer some of the most frequently asked questions, giving you a clearer picture of what to expect between now and early February 2025.

So, whether you're a non-school leaver, school leaver, or continuing student, read on and prepare yourself!

We've also included recommended blue links throughout this article, providing detailed information on pressing questions currently on the minds of many students and parents.

Important: 

  • NSL: The 2025 HECAS Lists for Non-School Leavers, Re-enrolled Students and Continuing Students will first appear on the university's website or in the newspapers before being shared through social media channels and other websites. This also includes Online Students. Therefore, checking the official university website or the newspapers remains crucial for Non-School Leavers, Re-enrolled Students Continuing Students and students enrolled on online studies.
  • SL: Grade 12 School Leavers Selection Lists published on the DHERST website will show HECAS Status (That also includes AES status for top Students). DHERST has scheduled the launching of the 2025 School Leaver Acceptance on the 18 of December 2024. Students can check their NOAS accounts to verify their selection status. The actual publication of the 2025 Grade 12 Acceptance and Admission Lists (and 2025 HECAS Lists PDF) will take place after 18 December 2024. The date has not been released by DHERST yet.

Non-school Leavers Acceptance List

The Non-School Leavers' Acceptance List (NSL) for 2025 features students who did not graduate from Grade 12 in the last five years. This list also includes foreign students and PNG students applying from overseas schools such as those in the US, NZ, Australia, and Singapore.

Important Note: DHERST does not publish the NSL. Instead, each university you applied to will release its own NSL PDF before the academic year begins. So, check the websites of the universities you applied to for the latest updates.

Top Tip: Check the university websites for past year's NSL selection lists. This will give you a good idea of when to expect the 2025 NSL to be released.

2025 Continuing Students Acceptance List

If you are a continuing student, your university will put out the continuing students' acceptance lists at the end of the academic year or over the 2024/2025 Christmas holiday. It is your responsibility to find out your GPA and possible TESAS Status for the academic year 2025.

The best thing to do is to contact the Student Admin or the university or college Registrar and find out if they've released the Continuing Students Acceptance List. And importantly, check to see that your name is on the list. 

The University of Goroka (UoG) did well last year by informing its continuing students about their status before they went home for the Christmas holiday. We hope UoG does the same this year because it helps massively with the registration and orientation of its NEW students.

In fact, the other universities and colleges in PNG should do the same by informing the Continuing Students to avoid the long queues and unnecessary delays during the registration week.


2025 School Leavers HECAS List PDF - DHERST

The Grade 12 School Leavers Selections is solely done by DHERST (Department of Higher Education, Research, Science and Technology) through its National Online Application System (NOAS) and National  Online Selection System (NOSS).

If you are a 2024 Grade 12 student, your selections and the announcement of your TESAS status will be formally done by DHERST. 


When is DHERST HECAS List PDF coming out?

After the launch of NOAS 2024 Grade 12 Selection, school leavers and non-school leavers should know whether they are selected to a University or College, or not. 

In fact, the higher education department (DHERST) planned to launch the Grade 12 National Online Selection on the 18 of December 2024. 

Both the School Leavers and the non-school leavers, and continuing students (and students in the NATIONAL ADMISSION POOL) will have to wait until ALL the names (quotas from each university and college) have been confirmed, compiled and released to the general public. 

Only then, the students should be able to know their confirmed HECAS/AES List PDF and determine their final TESAS STATUS.

Are you on TESAS (AES/HECAS List 2025)?

DHERST used different statuses to indicate the TESAS Awards for selected students. 

The awards are based on the PNG government’s yearly sponsorship for students under the AES and HECAS categories, excluding the self-sponsored or corporate and overseas-sponsored students.

So how will the NSLs, Grade 12 SLs and Continuing Students know if you are on TESAS or not? You can CONFIRM your scholarship status (whether you are on TESAS or self-sponsored) through the final (official) Acceptance List released by DHERST.

What to do as a Self-sponsored student?

Perhaps the important thing is to confirm your PNG GOVT SCHOLARSHIP (TESAS-HECAS-AES) status on the 2025 Tertiary Institution's Acceptance List

As the name implies, if you are a self-sponsored student you'll have to pay your own fees before the registration and orientation. 

If you do not pay the required fees, your place will be forfeited - another student in the admission pool who has the money will take your place.

Check with your university or college to confirm how much you MUST pay to register. In addition, this information will be contained in the Acceptance Letter your institution sends to you. Make sure you read and understand what you must do before admission.

Secure HELP - PNG Govt Scholarship

DHERST will facilitate the Student Loan Scheme (HELP or Higher Education Loan Program). 

If you are a self-sponsored student, you'll have to pay your fee for the first semester of 2025 and apply for the HELP loan.

The Continuing students and School Leavers can apply for the HELP loan program through their university or college. This also includes those who are doing their masters or doctorate studies. 

Check with your institution and ask for a HELP student loan application form. Also, find out about the due date and what to do so that your application is successful.

What to do if you are on DHERST's NATIONAL Admission Pool?

If you are a student on DHERST's National admission pool, you'll have to log in to your National Online Selection Account between now and before the academic year 2025 starts to see if you have been offered a placement at a university or college in PNG.

To give you an idea, the 2021/2022 selection had:
  • 31, 817 students were nominated to sit the exams; 
  • 26,544 students certified; 
  • 16,171 total HEI quota for 2021; and
  • 10,373 Grade 12 students will NOT be selected for 2022 HEI studies.
The good news is that there are 6,319 spaces (formally called quotas) to be filled via the Admission Pool. 

So, keep checking to see if you are one of the lucky ones from the admission pool admitted to a university or college. Here is a video on PNG Insight YouTube Channel that explains how the QUOTA works.

Registration and Orientation info for new students

Congratulations if you are selected to continue to a tertiary institution in 2025. There are several things that you should find out. 
  • Are you on TESAS (AES, HECAS)?
  • Will you be a SELF-SPONSORED student?
  • When are you likely to see your name on the DHERST selection list?
  • When is the 2025 REGISTRATION and ORIENTATION WEEK?
  • Should you inform your institution that you've accepted that offer?
At least, try to find out the answer to the 5 questions as you prepare to go to your new school.
