The Grade 11 Selection process in Papua New Guinea is conducted online. The Department of Education provides an online system for principals to enter and verify student data in the provinces.
The committee then uses the online system to select students based on the National Standard Requirements - the Selection Benchmark. This ensures that the process is fair, transparent, and efficient.
Data entry and verification for the Grade 11 Selection process take place in the provincial capitals. Principals collaborate on entering and verifying student information from School Leaver Forms (SLFs), ensuring data consistency across provinces. Simultaneously, the principals:
- Address transfer requests.
- Ensure eligible students receive official offer letters.
- Gather final reports and publication lists.
- Appoint a chairperson to manage logistics.
- Request electronic copies of SLFs for all Grade 10 students.
This centralised approach enhances data management and reduces errors, promoting a fair and efficient selection process.
Grade 11 Selection National Benchmark
To be eligible for Grade 11 selection, students must meet the established National Standard Requirements, which evaluate their academic performance in various subjects. These requirements include:
- Acing at least 7 Upper Passes in essential subjects: English, Mathematics, Science, Social Science, Personal Development, Agriculture, and Business Studies.
- Achieving proficiency in other subjects: Art, Design and Technology, Home Economics, Practical Skills, and Computing.

- National Schools of Excellence (NSOE) prioritise students with Credits and Distinctions.
Eligibility for Selection to Secondary Schools and NSOE
To identify and nurture academically promising students, the Grade 11 Selection process employs the standardised benchmark outlined above.
The Grade 11 selection committee scrutinises student records and selects candidates based on their academic achievements and adherence to the Grade 11 Selection National Benchmark.
National Schools of Excellence prioritise students with Credits and Distinctions, creating a diverse and intellectually stimulating learning environment. Only officially recognised Secondary Schools are authorised to admit Grade 11 students.
Grade 11 Essentials for Fair Selection
After verifying the data, the committee carefully analyses the information and selects students from the eligible lists. The selection process adheres to the National Standard Requirements and considers various factors, including:
- Completed and Approved School Leaver Forms: Only students with finalised School Leaver Forms are eligible for selection.
- School Quotas: Each school has a designated quota for the number of students it can accommodate in Grade 11. Students who exceed the quota will not be selected.
- Exemplary Character References: Students with outstanding character references are given priority during the selection process.
- Parental Transfer Requests: Parents who request a transfer for their child must submit a formal written request.
- Gender Equity: In cases of a tie, gender equity is considered when determining selection.
Confirmation and Approval
The final selection lists undergo a rigorous two-step confirmation process:
- Chairperson's Confirmation: The Chairperson of the Grade 11 Selection Committee carefully reviews the lists to ensure adherence to the established criteria.
- Secretary for Education's Approval: Only after the Chairperson's confirmation can the lists be forwarded to GES for the Secretary for Education's final approval.
Upon receiving approval from the Secretary for Education, selected students receive offer letters from their respective schools. They may then enrol in Grade 11 according to the approved lists published on the Education Department website.
No other selection, amendments, or inclusion should be done to the final selection lists that are done by the provincial selection committees and approved by the Education secretary.
Additional Considerations: Fairness & Efficiency
If the number of qualified applicants exceeds the available slots, the committee may consider non-eligible lists. Additionally, selected students must retain soft copies of their approved School Leaver Forms for verification purposes.
Principals are also responsible for maintaining copies of the following documents:
- Copy of the final selected list.
- Copies of school leavers forms for selected students.
- Offer letters for all selected students.

The Grade 10 and 12 Examination marking are in the final phases and the Measurement Services Division of the education department is doing quality checks and updating the 2024 exam marks. So, what will the education department publish the Grade 10 and 12 exam results on the My PNG Exam Results portal? The actual date has yet to be announced, but here are the dates for last year.
The dates will give you an insight into the 'expected exam results release date' for the 2024 examinations.
In 2023, the Grade 10 and Grade 12 results were released on the 8th of December. This was with a week's delay and inconvenience to the Grade 11 and 12 selection as we recorded it below. Read on to find out.

My PNG Exam Results
The late Minister Uguro stated that the results would be published online, allowing parents and students to easily access them. He also mentioned that the Education Department is currently working on a system to recognise the country's top-performing students, teachers, and schools.
First Assistant Secretary of the Measurement Services Division of the Education Department, Arulappan Packiam, said that his division is still conducting quality checks and data entry to ensure that students receive accurate marks.

Impact of Grade 11 Selection
The General Education Services Division, a sister division of MSD, scheduled the Grade 11 selections for 2024 from the 4th - 8th of December. However, with the release of the Grade 10 results pegged to the 8th of December, GES will have to re-schedule the Grade 11 selection.
This means that GES selections for Grade 11 students to the National Schools of Excellence and Secondary Schools will start after the exam results come out.

Grade 12 (DHEST) Online Selection
The Grade 12 students will have plenty of time to adjust their choices on the National Online Application System (NOAS).
As soon as students see their results, they can log in to their NOAS accounts and adjust their school leavers' choices by checking their ''My Back Up Programmes" and "My Eligible Programmes". Read about the difference between these two choices here.
Fr Jan Czuba, Acting Secretary of the Higher Education, Research and Science Technology Department (DHERST), stated that tertiary student selections would be made after receiving Grade 12 exam results from the Education Department.

How PNG Grade 11 Selections for 2025 Takes Place (THE SELECTION PROCESS)
2025 Grade 11 Selection for National High Schools and Secondary Schools in the country will be done online. The Grade 11 online selection follows an initiative of the National Department of Education.
This education blog reproduces the Education Secretary's circular in brief for parents, guardians and stakeholders (alike) to understand the Grade 11 selection process.
How Grade 11 Selection Takes Place
- Measurement Services Division (MSD) will provide the final results for Grade 10 to the Information and Communication Division (ICD).
- ICD will run the Grade 11 Selection.
- General Education Services will coordinate the selection process with all the principals from secondary and national high schools.
- Inspections and Standards Division (ISD) and Guidance and Counselling Division (GCD) will assist principals in the provinces. Principals are asked to enter and verify data in the provinces.
Duration of 2025 Grade 11 Selections
- Grade 11 selection - 2 weeks
- Principals to start selecting students - in 2 weeks
- The selection listing for Grade 11 to secondary and national high schools is expected to be released around mid-December.
Grade 11 Selections Cut-off
- National High Schools Selection: The school of excellence concept requires that Grade 10 students with Distinctions or Credits are selected for National High Schools. The eligible students are pre-selected based on their intention on the School Leavers Forms.
- Secondary Schools Selection: Students with x7 Upper Passes or a percentile score of 77 points or higher to be selected for Grade 11
