October: National Examinations
Grade 10 students across PNG take their national exams in October each year.
The week after the exams, selected Grade 10 teachers in each province mark the exams and record the students' scores.
Provincial Examination Supervisors (PESs) and provincial marking committees coordinate the making in each province
The PES sends the Grade 10 results to the Measurement Services Division of the National Education Department in Port Moresby.

November: Data Checks and Release of PNG Grade 10 Exam Results
In November, the Measurement Services Division (MSD) of the Department of Education checks the Grade 10 students' scores to make sure they are accurate.
This is a very important step because it makes sure that the student's information is correct before the results are released to the selections.
Once the MSD has checked the scores, they release the results for Grade 10 students to the Grade 11 selection committee and also publish the results online.
December: Grade 11 Selection
Two key education entities are involved in the Grade 11 selection process: the General Education Services (GES) of the Department of Education, and school principals or provincial representatives.
The MSD processes the Grade 10 exam results and makes them available online.
The GES and principals use these results to select students for Grade 11.
The selection process can take up to two weeks to finish.
Once the selection process is finished, the GES publishes the Grade 11 selection list on the Department of Education's website.
Grade 11 Selection: Weighted-Score System vs. Circumstance
Weighted-Score System
The weighted-score system is the primary method for selecting students for Grade 11 in Papua New Guinea. Students are assigned a weighted score based on their performance on the Grade 10 national exams, with higher scores given to more difficult subjects. Students with the highest weighted scores are selected for Grade 11, regardless of their province or other circumstances.

Selection by Circumstance
In addition to the weighted score system, there are several other factors that can influence the selection of students for Grade 11. PNG Insight lists the 5 main factors below.
Academic performance:
A student's academic performance on the Grade 10 national exams is still a very important factor in the selection process, even if they are selected based on circumstance.
Number of spaces available:
There are only a limited number of spaces available in secondary and national high schools. Students may miss out on selection for Grade 11 even if they do not have the highest weighted scores.
Parental requests:
Parents and guardians can write to school principals to explain why they want their child to go to a particular school. Principals may consider parental requests when selecting students for Grade 11, but they are not obligated to do so.
Special circumstances:
In some cases, special circumstances such as family reasons or job transfers may allow principals to select students for Grade 11 at their schools. Principals may consider special circumstances when selecting students for Grade 11, but they are not obligated to do so.
Student preferences:

2025 Grade 11 selections list for SOUTHERN Region
The 2025 Grade 11 selection list for the Southern Region includes the 2024 Grade 10 students selected for secondary schools in the following provinces:
- Central Province
- Gulf Province
- Kiunga Lake Murray
- Milne Bay Province
- National Capital District
- Oro Province
- Western Province
In the past, the Education Department took about two weeks after the Selection Committee finalized the selection process to release the Grade 11 selection lists PDF. However, in 2022, the selection list for 2023 was released earlier on December 19th, due to the decision to conduct the selection process in the provinces instead of travelling to Port Moresby. The online selection streamlined the process and allowed for faster dissemination of the Grade 11 selection lists.
The selection committee in each province entered the selection data online, and the final lists were submitted to Port Moresby for confirmation and publication. This year, the selection process will be conducted entirely online, further streamlining the process and ensuring the timely release of the selection lists. 2025 Grade 11 selections list for NEW GUINEA ISLANDS Region
The 2025 Grade 11 selections list for the NEW GUINEA ISLANDS Region is the listing of the 2024 Grade 10 Students who are selected to the secondary schools in the following provinces:
AUTONOMIOUS REGION OF BOUGAINVILLE (AROB)
EAST NEW BRITAIN PROVINCE
MANUS PROVINCE
NEW IRELAND PROVINCE
WEST NEW BRITAIN PROVINCE.
In recent years, the Education Department has adjusted the timeline for releasing the final Grade 11 Selection Lists. Traditionally, these lists were made available two weeks after the Selection Committee finalized the process. How Grade 11 Selection Takes Place
Measurement Services Division (MSD) will provide the final results for Grade 10 to the Information and Communication Division (ICD).
ICD will run the Grade 11 Selection.
General Education Services will coordinate the selection process with all the principals from secondary and national high schools.
Inspections and Standards Division (ISD) and Guidance and Counselling Division (GCD) will assist principals in the provinces. Principals are asked to enter and verify data in the provinces.

Duration of 2025 Grade 11 Selections
The Department of Education expects the (actual) selection to be done in 2 - 3 days as it will be done online.
However, the data entry is done in the provinces and the selection process will take two weeks.
Grade 11 selection - 2 weeks
Principals to start selecting students - in 2 weeks
The selection listing for Grade 11 to secondary and national high schools is expected to be released around mid-December.
The selections for Grade 11 to national high schools and secondary schools will be based on the Education Board's National Standards Requirements.
National High Schools Selection: The school of excellence concept requires that Grade 10 students with Distinctions or Credits are selected for National High Schools. The eligible students are pre-selected based on their intention on the School Leavers Forms.
Secondary Schools Selection: Students with x7 Upper Passes or a percentile score of 77 points or higher to be selected for Grade 11
Grading, Subject Weighting and Results
Grade 10 students in the country study x7 subjects. Hence, the results are based on all the subjects taken by every student.

The Grade 11 selection for 2025 takes a new approach where principals and education offices do the selection in the provinces, instead of Port Moresby.
This blog advocates for transparency in the selection of Grade 11 students.
At the same time, we hope that the new Grade 11 online selection initiative of the NDoE is as effective and efficient and can deliver the results on time.
Past Grade 11 Selections - Port Moresby
The Grade 11 selections used to take place in Port Moresby. Principals and education officers from the provinces gathered in the capital city for weeks on end to do the selection.
It can take up to 2 weeks for them to select students for the national high and secondary schools.
The principals and education officers from the provinces work with MSD and GED (two divisions of the National Department of Education) to finalise the selections.
The final selection listing would be given to the education secretary to sight and sign and made available on the Department of Education website.
The principals also inform the newly selected Grade 11 students of their schools for the new academic year.
This was the past where things were done manually.
Data Entry and Verification
The principals and a provincial selection committee would meet in the provinces and do the 2025 Grade 11 selection.
They then verify students' eligibility and enter their data online. (An important function, now done in the provinces) . Data verification and entry will take two (2) weeks.
The Grade 11 selection is a mandatory function of the National Education Board (NEB).
The selection of Grade 11 students is not a provincial function, it still remains a national function. This implies that the cleansing of data (if any) and final (quality) checks will be done by the NEB before the 2025 Grade 11 selection listing comes out to the public.

The education department has not released the actual date for the release of the selection list PDF file on the department's website. PNG Insight understands that the exam results will be released to the principals and provincial selection committee early in December 2024. The Grade 11 online selection will take less than a week unlike in past where it took 2 weeks only for the selection.

Grade 11 selection for 2020
The Grade 10 online result was released last week on the 3rd of December 2019
General Education Services of the National Education Department, principals and provincial reps met in Port Moresby last week (3rd – 13th December 2019)
The 2019 Grade 11 selection list for secondary and national high schools in the country will be made available on the education department website.
The list is not out at the time of this notice.
The selection is done. Everyone will now wait for the GES of the education department to compile the list into provinces and regions. And publish it.
Grade 11 selection was completed on the 13th Dec 2019 & made available on the 24th Dec 2019 - took nearly two weeks to finalise and publish the Grade 11 selection PDF files on the Edu Dept website.
